The Hays-Bishop Bill passed in 2031. It legitimized corporate entities to form governments if their employee population represented more than 2/3 of a designated region.

With this bill, the golden era of corporations began: Lobbyists increased the size of these regions leading to entire states being subsumed under Hays-Bishop.

By 2059, only token traditional governments remained in the west and the last of vestiges of the United States slipped quietly into the TriOp fold.
