I mean they are separate franchises, but it's possible. After all Bioshock has many callbacks and references to System Shock. There was a cut object from Infinite that looks somewhat similar to Citadel Station, and there's a theory that the Thinker could be linked to SHODAN.

It makes one wonder. They are both very creepy environments and the presentation of technology is similar. I am one of those who thinks that somehow they are linked.
